Tex-Mex Meatloaf Cheddar Pie

2 cup salsa

2 eggs, slightly beaten 
2 cup shredded fat-free cheddar cheese
16 oz salsa
1 1/2 pound uncooked lean ground beef (with 7% fat)
16 oz roasted red peppers, split and seeded
1 cup rolled oats
1/3 cup parsley
3/4 tsp table salt
3/4 tsp black pepper
Preheat oven to 375 degrees. Spray 10" pie plate with non-stick spray. Line with roasted red peppers. Scatter 1/2 cup cheese over peppers. In a large bowl combine 1/2 cup cheese, ground beef, 3/4 cup salsa, oats, eggs, parsley, salt and pepper. Press into pepper and cheese lined plate. Spread remaining cheese then remaining salsa in top. Bake 45 minutes or until done. Let sit 15 minutes before serving.
